The real more general problem [compared to pedophilia] is the excessive power that parents have over their children, beginning with their desire to mold them in a certain image (generally narcissistic) and then in controlling their wayward behavior. This gets us back to the question for which there is no firm numerical answer - what is the age of consent? Beyond puberty, which is medically measurable, only individuals can decide. Is it possible that the capacity for adult male homosexuality has been present for all of recorded history, but until recently rarely has been expressed? This seems highly unlikely, for the other major sexual options - heterosexuality and pedosexuality - have been visible to a greater or lesser degree in all cultures and societies throughout all of recorded history. One hypothesis is that adult male homosexuality is in reality sublimated and longitudinally displaced male pedosexuality, or ''boylove,'' wherein one party assumes the role of ''loved boy'' and the other that of ''mentor/lover.'' [...] Male homosexuality, whether one holds that it is a genetic or sociobiological trait, has no such reproductive advantages. In fact, since it is a physical impossibility for two males to reproduce, this trait would be strongly ''selected against,'' and should be eliminated from the gene pool in short order. [...] Conversely, however, an evolutionary case can be posited that the tendency for boys to be sexually attracted to older males is adaptive (Feierman, 1990). In prehistoric times it is likely that many children, due to violence, disease, poor nutrition, and life spans that were considerably shorter than what we have considered ''normal'' for the past couple of centuries, found themselves without adequately functioning parents or guardians. A boy in this situation who was bright, attractive, and sexually androphilic (Vanggaard, 1969) would have a higher probability of connecting with an older male whose sexuality included a pedosexual component, and who would protect, provide for, and teach the boy the skills necessary for survival. Studies have identified such secondary boy-attracted pedosexual tendencies in 20 to 30% of self-identified heterosexual adult males (Freund, 1970; also cf. Briere & Runtz, 1989, Quinsey, 1984, West, 1980, etc.), and these tendencies would not be selected against so long as the bearers were primarily heterosexual, and only secondarily pedosexual. [...] Only when cultural and religious disapproval, criminalization, and demonization had forced such consensual relationships underground would there have been cause for the development of a sublimated and longitudinally displaced form of this ''boylove,'' which may be the source of what we know today as homosexuality.

This story hasn't been getting much press in the United States, but it's been a topic of interest in Europe. Kenneth Richey of Scotland has spent 20 years on death row in Ohio, exhausting round after round of appeals for a crime he insists he didn't do. Finally, a plea bargain has been reached in which he will plead no contest to involuntary manslaughter and be home in time for Christmas. Europeans had been outraged at the conditions of Richey's confinement, which are ho-hum here in the prison nation. Said one Scottish official who visited Richey: ''The reality of somebody who is kept locked up in a cell for 23 hours a day for 19 years is quite mind-blowing. It is a dreadful, inhumane and dehumanising system. If one man is off it, then remember there are hundreds {sic!} of people in America still enduring that dreadful situation.''

A former top official from the Colorado Springs-based U.S. Olympic Committee has resigned from an IOC commission following his arrest on child pornography charges. John Krimsky is a former marketing chief for the USOC. He pleaded not guilty in Danbury, Connecticut last week to four counts, including promoting a minor in an obscene performance, criminal attempt at possession of child pornography, and third-degree possession of child pornography.

A former teacher serving house arrest for having sex with a 14-year-old student was arrested Tuesday on charges of violating her probation, state records show. According to a Department of Corrections report, Debra Lafave discussed her personal life and other subjects with a teenage waitress at a restaurant where both worked. One of the terms of her probation was that she was not allowed to have unsupervised contact with minors without permission. Lafave, 26, is serving three years of house arrest and seven years of probation after pleading guilty to having sex with the boy in a classroom and her home in June 2004. [...]

Police chose not to lay charges against a 21-year-old who fathered a child with a 13-year-old girl - even though he confessed to police he had been having sex with a minor. The pregnancy was highlighted last week by Children's Commissioner Cindy Kiro, who used the case to illustrate ''the wall of silence'' protecting people who committed child abuse. The girl had started having sex from the age of 11 and Kiro claimed that no one in her family would come forward and shed any light on who was responsible. However, the Herald on Sunday understands the father turned himself in to police but was given only a verbal warning by officers.

Perhaps we were the victims of new laws that forbade the persecution of those old favourites, gays, blacks and Jews; we boy-lovers, bunched together with child rapist and murderers, had become society's new scapegoats. A top woman tennis coach was caught in bed with a 13-year-old girl after starting a lesbian affair with the child star, a court heard yesterday. Claire Lyte, 29, allegedly took advantage of the youngster while coaching her at one of the Lawn Tennis Association's academies for talented children. The relationship was revealed when the girl's mother found her daughter and Lyte naked in bed together, a jury was told. Lyte, who is accused of sexual activity with a child, denies any sexual contact with the girl, who was described as one of the leading tennis talents of her age. Instead, she claims the girl's 'ambitious and pushy' mother concocted the allegations to spite her when her daughter failed to reach her potential and left the Loughborough academy. Liverpool Crown Court heard that the girl became infatuated with Lyte and sent her intimate text messages, claiming she loved and wanted to marry the blonde coach. She wrote a love 'contract' to Lyte, referring to herself as the coach's 'babyface' and promising to love her for ever. Her feelings, the jury were told, were reciprocated. Lyte and the girl shared hotel rooms when away at tournaments and were seen using the same toilet cubicle. [...]

A photograph at the centre of a child pornography investigation belongs to Sir Elton John, his website states. ''Klara and Edda belly-dancing'' by Nan Goldin was seized by police from Gateshead's Baltic Centre on 20 September, the singer's spokesman said. The image of two naked young girls is part of an exhibition owned by Sir Elton, which is on loan to the Baltic. A spokesman for the singer said the photograph had been exhibited around the world without objections. Northumbria Police were alerted by Baltic managers the day before five collections were due to be unveiled. A statement on the singer's website said the image, part of the Thanksgiving exhibition, was from a monograph of the American photographer's works entitled ''The Devil's Playground''. It was offered for sale at Sotheby's New York in 2002 and 2004, and exhibited in Houston, London, Madrid, New York, Portugal, Warsaw and Zurich. The statement added: ''Elton John is known as one of the world's foremost collectors of photographic art and has several thousand photographs in his collection, including works by Man Ray, Richard Avedon, Irving Penn, Diane Arbus and Ansel Adams.'' Goldin, 54, who is well known for using semi-naked models, was not available to comment.

The boy's core is stamped with self-realization, drive towards freedom, a large portion of curiosity and a great interest in sex. The urge, the need to have orgasms is extreme. Much earlier than Freud supposed does sexual tension overcome the boy, who releases this generally through masturbation. This practice is as natural as the antagonism produced among the general public. The penis, especially when erect, is one of society's most abhorred taboos. The state thrives on this. The state needs the growing boy for the most part without his sex. It replaces the (lost) penis with tools and weapons. The results can be freely displayed: the penis may not, and the resulting shame, frustration, fear and anger are what the state uses. Naturally, the boy is expected to have sex (under covers), especially with girls. But he can't show his cock. In the media, the penis is just non-existent, even in TV pornography. To this date, no one has been able to explain to me why this should be so - as the penis is absolutely necessary to keep mankind on the planet, it should be praised and exhalted, shown all over rather than remain hidden. The procedure of confirming to society's wish that boys be molded into feebleminded, dulled and dimwitted, optically castrated people, capable at any time of blind aggression, makes me sick. Love, tolerance, understanding and feeling for others are necessary for a peaceful society! If these positive attributes were furthered in society's education of boys, war could be annihilated altogether. [...] When I consider that all the games boys play have to do with combat, competition, and winning, then I think this makes a sensible future for mankind impossible. But we shouldn't give in. We only have to learn to achieve peace without fighting. Because that is the real goal we are looking for - peace and happiness for everybody.

On Friday a judge modified a restraining order against McClellan and ordered him to stay at least 10 yards from places where children congregate, including schools, playgrounds and child care centers over the next three years. The Child [book by Sarah Schulman, 2007] was inspired by the tragic case of Sam Manzie, a New Jersey teen who sexually assaulted and strangled an 11-year-old boy who came by his house selling candy. In court, Manzie's parents claimed their son was ''pushed over the edge'' by his sexual relationship with Stephen Simmons, a 43-year-old man the 15-year-old boy had met online. In The Child, 15-year-old Stew Mulcahey murders his young nephew after David Ziemska, his older lover, is arrested for pedophilia. The book takes an unvarnished look at violence, desire, homophobia, teen sexuality and the age of consent. In a lengthy and unusual author's note that accompanies the book, Schulman explains that though she finished the novel in 1999, it took nearly a decade to get it into print.

An actor who once played a lieutenant on NBC's ''Law and Order: Special Victims Unit'' has been charged with possession of child pornography, authorities said Tuesday. Albert Insinnia, 57, of Bloomfield, turned himself into the Passaic County Sheriff's Department in Wayne on Monday and was released on bail Tuesday morning, said sheriff's spokesman Bill Maer. Insinnia was charged with two counts of possession of child pornography after authorities allegedly discovered 180 images of child porn on the hard drive of the actor's laptop computer. Reached at his home Tuesday afternoon, Insinnia told The Associated Press he had no comment, but his lawyer, Joseph Portelli, said he planned to plead not guilty at an arraignment Tuesday afternoon. ''I understand what he's been charged with, but I do have to say that based on my conversations with him and the authorities involved, I sincerely believe he's not guilty,'' said Portelli, who mentioned that his client also works as a real estate agent. According to Portelli, the hard drive on Insinnia's computer has been transferred various times in the last few years and a variety of people have had access to it. [...] The investigation began after Insinnia took his computer to a Best Buy electronics store in West Paterson for repairs. A technician found the images, police said, and alerted a police detective working security at the store. According to his biography on a Web site for the film ''Over the GW,'' Insinnia has been acting for more than 30 years. He's appeared on Broadway and played Lt. Pizelli on a couple episodes of ''Law and Order: Special Victims Unit.''

Self-proclaimed pedophile Jack McClellan was arrested at UCLA twice Monday, first in the afternoon outside a child development building on suspicion of violating a statewide restraining order prohibiting him from coming within 10 yards of any child in California. He was detained again about 10:20 p.m. after UCLA police saw McClellan, 45, being interviewed on a TV newscast while standing in a campus parking lot. A university spokesperson said McClellan was booked for trespassing. In the earlier incident, McClellan was observed in the area of the university's Infant Development Program. Officers with the University of California Police Department took him into custody without incident, and he was released on his own recognizance, according to UCLA. Lawyers in Santa Clarita are seeking a permanent injunction barring McClellan from getting near children in the state. McClellan has no criminal record, but he has spoken publicly about enjoying watching little girls.

Some girls now enter puberty as early as six - with toxic chemicals widely held to blame. But are new drugs to hold back the years really the right answer?: [...] The normal age at which puberty starts in both boys and girls has dropped by about two years since the 19th century, to 14 for boys and 12 for girls. This is largely due to improved nutrition - onset of puberty is believed to be triggered by physical size. Another theory is that the epidemic of obesity is to blame. But modern social conditions may also be a contributory factor. Research suggests that children from broken homes experience earlier puberty. The stress of family breakdown apparently alters the balance of growth hormones and other chemicals in the body, speeding up a child's physical development. Absent fathers may be another cause. American researchers have found that biological fathers send out chemical signals that inhibit their daughters' sexual maturity. Girls whose fathers had left home started their periods earlier. Early puberty has even been linked to watching too much television. A few years ago, Italian scientists found that children who watched three hours a day produced less of the sleep hormone melatonin - low levels of the hormone play an important role in the timing of puberty. But perhaps more worrying is the theory that it's exposure to environmental chemicals which is causing the drop in the age of puberty. These chemicals mimic the effect of hormones, disrupting the normal timing of sexual maturing. [...] In Britain, it is now estimated that up to at least one in six children under ten is affected. Indeed, there is a belief that schoolgirls as young as six are entering puberty. [...] Meanwhile, as highlighted in a forthcoming BBC radio programme, a debate is raging in the medical profession about what should be done about this trend: should powerful drugs, normally used to treat cancer, be routinely prescribed to young children to block the hormonal changes taking place in their bodies; or should the medically defined normal age range for onset of puberty simply be adjusted downwards so that the increasing number of children reaching sexual maturity while still at primary school are no longer viewed as abnormal? Not surprisingly, the drugs industry supports the first approach. In the past four years, drug manufacturers have alighted on this expanding market for premature puberty treatment. The hormoneblocking drugs Gonapeptyl and Decapeptyl have been licensed for use in children, although the manufacturers refuse to say how widely they are being prescribed. Florida statutes Chapter 948 probation requirements for certain sex offenders: * Mandatory curfew from 10 p.m. to 6 a.m. * If victim was under 18, prohibition against living within 1,000 feet of a school, day care, park, playground or other place where children regularly congregate * Take part in a sex offender treatment program * No direct or indirect contact with the victim * If victim was under 18, generally all contact with anyone under 18 is prohibited * If victim was under 18, prohibition against working (for pay or volunteer) any place where children congregate, including schools, day cares, parks, playgrounds, pet stores, libraries, zoos, theme parks and malls * No possession, viewing, accessing or owning of any pornographic material, including computer programs or services, telephone, and electronic media. * If the crime was committed on or after July 1, 2005, no accessing the Internet or other computer services until completing the sex offender treatment program and access is approved. * Submit a blood sample or other specimen for the state DNA data bank. * Pay restitution to the victim for necessary medical, psychiatric and psychological care. * Submit to warrantless search of the person, residence and vehicle. For crimes committed on or after Oct. 1, 1997, additional conditions include: * Submit to an annual polygraph exam * Keep a driving log, and a prohibition of driving alone without approval of the parole officer * Prohibition against obtaining or using a post office box without parole officer approval * If there was sexual contact, submit to an HIV test with results released to the victim, or the parents or guardian * Electronic monitoring if deemed necessary by the probation officer * Electronic monitoring is mandatory for crimes committed on or after Sept. 1, 2005, when the victim was 15 or under and the offender 18 or older, or when the person is designated a ''sexual predator,'' or when the person was previously convicted of a child-related sex crime and the activity involved a victim 15 or under and the offender is 18 or older. A self-described pedophile who says he is attracted to young girls but does not actually molest them was ordered Friday to stay at least 30 feet (9 meters) away from every person under age 18 in California. [...] In Santa Monica, a mother saw McClellan in a restaurant and called police, who arrived in time to talk with him and ask if they could take his picture. He agreed, saying he thought it would allow them to quickly clear him of any sex crimes in their city. But he was unhappy when they posted it on the Internet along with his driver's license photo and a warning to parents to call them if they see him.

Nigerian schoolchildren who received laptops from a U.S. aid organization have used them to explore pornographic sites on the Internet, the official News Agency of Nigeria (NAN) reported Thursday. NAN said its reporter had seen pornographic images stored on several of the children's laptops. ''Efforts to promote learning with laptops in a primary school in Abuja have gone awry as the pupils freely browse adult sites with explicit sexual materials,'' NAN said. A representative of the One Laptop Per Child aid group was quoted as saying that the computers, part of a pilot scheme, would now be fitted with filters.

A notorious pedophile has been arrested for allegedly writing child pornography while in prison. He was arrested earlier today by Sexual Crime Investigation Branch detectives. It is alleged he wrote a story that described fictitious boys performing sexual acts. He is the second South Australian prisoner to be charged as part of a police investigation into pedophiles producing child pornography in the state's prisons. The state's most notorious pedophile, Bevan Spencer von Einem, appeared in court late last month on similar charges. Both men have been accused of handwriting pornographic stories about boys, which were found during searches of their cells. He appeared in the Adelaide Magistrates Court this afternoon and was remanded in custody. He has been charged with one count of possessing child pornography, which carries a maximum penalty of five years imprisonment. Police said the pornography was restricted to hand written material and did not include photographs. Their investigation is continuing.

Fairfax County middle school student Hal Beaulieu hopped up from his lunch table one day a few months ago, sat next to his girlfriend and slipped his arm around her shoulder. That landed him a trip to the school office. Among his crimes: hugging. All touching - not only fighting or inappropriate touching - is against the rules at Kilmer Middle School in Vienna. Hand-holding, handshakes and high-fives? Banned. The rule has been conveyed to students this way: ''NO PHYSICAL CONTACT!!!!!'' School officials say the rule helps keep crowded hallways and lunchrooms safe and orderly, and ensures that all students are comfortable. But Hal, 13, and his parents think the school's hands-off approach goes too far, and they are lobbying for a change. ''I think hugging is a good thing,'' said Hal, a seventh-grader, a few days before the end of the school year. ''I put my arm around her. It was like for 15 seconds. I didn't think it would be a big deal.''

Peru's Congress has voted overwhelmingly to lower the age to 14 for participating in consensual sex, a move some activists said could expose children to sexual abuse. Lawmakers voted 70-10 on Thursday to approve the measure lowering the age at which criminal law recognizes the legal capacity of a person to consent to sexual activity. It was previously 17. The age of consent for sex in many U.S. states is 16 or older. The Peruvian measure was written by a member of President Alan Garcia's center-left Aprista party and Garcia is expected to sign it into law. One supporter of the measure, lawmaker Raul Castro, said the law will bring Peru in line with ''the progress and development of a modern society.'' ''There are young people who get pregnant but they don't go to health centers, fearing that their partners will be arrested and charged,'' he said. When George Thomas was eight he walked everywhere. It was 1926 and his parents were unable to afford the fare for a tram, let alone the cost of a bike and he regularly walked six miles to his favourite fishing haunt without adult supervision. Fast forward to 2007 and Mr Thomas's eight-year-old great-grandson Edward enjoys none of that freedom. He is driven the few minutes to school, is taken by car to a safe place to ride his bike and can roam no more than 300 yards from home. Even if he wanted to play outdoors, none of his friends strays from their home or garden unsupervised. The contrast between Edward and George's childhoods is highlighted in a report which warns that the mental health of 21st-century children is at risk because they are missing out on the exposure to the natural world enjoyed by past generations.

In 1979 the average time a ''lifer'' spent in prison in the UK was nine years. Now it's around 15 or 16, although minimum terms of 30 years plus are regularly handed down by the courts to those who commit the most serious offences. As a consequence, ''doing life'' in a British prison has never been more arduous. Nobody outside is complaining, however, although the lord chief justice, Lord Phillips, did comment a while ago that the increasingly long fixed terms given to those whose crimes merit a life sentence means that we are in danger of creating a whole generation of ''geriatric lifers''. [...] This was brought to the attention of the Italian public recently when more than 300 of their countrymen serving life co-signed a letter from a convicted gangster urging Italy's president, Giorgio Napolitano, to bring back the death penalty. The letter, written by 52-year-old Carmelo Musumeci who has been in prison for 17 years, was candid. Musumeci said he was tired of ''dying a little bit every day''. We want to die just once, he said, ''and we are asking for our life sentence to be changed to a death sentence''. [...] For those who keep going, the struggle not to give in to despair is a tough one. And I think it is going to get worse. In 1979 there were fewer than 2,000 lifers in the system. Now there are 8,000-plus, a figure set to rise spectacularly due to the introduction of the new ISPP (indeterminate sentence for public protection). [...] Home Office predictions suggest there will be upwards of 20,000 people in prison serving ISPPs by 2015. A website which defends paedophilia is being hosted by a Swedish web hosting company. The site also plans to make space available for individual paedophiles' personal websites. Hosting company PRQ has been hosting the site for a few days, since a Danish hosting company closed it down, according to Dagens Nyheter. PRQ's owners told the paper that they do not share the site's values, but defended the decision to host the pages, citing the principle of freedom of speech. The hosting company is co-owned and operated by Fredrik Neij and Gottfried Svartholm Warg, two of the founders of internationally-notorious file sharing site The Pirate Bay.

Our education system, too, is undergoing the effects of our toughened society, which even elaborates protocols for interaction between students ans teachers. I recently read in a school protocol that a teacher who wants to speak to a student in private should do so with the classroom door wide open, and keeping several metres' distance between himself and the students. An unhealthier situation is barely imaginable! In my experience, children always used to have an excuse to stay on for a while after schooltime. Cleaning the board, watering the plants, straightening the books and so on. Their real aim was to get the schoolmaster's (or schoolmistress's) attention for a while, to romp with them a bit. They wanted to be touched a while, within their own limits. In other words, not to be 'grabbed' by people with evil intentions, who abuse their power and position to satisfy their own lust. Pedophilia usually isn't one-way traffic from an adult towards a child. In my experience as a teacher, there were children who felt strongly attracted to their male or female teacher and who actually fell in love. Teenagers, too, showed such feelings. Dealing with this as an educator is an art.

Former Miami City Attorney Barry Kutun won't be forced to live under The Julia Tuttle Causeway. He won't be required to register as a sex offender, wear a GPS tracking device, nor will his neighbors be notified of his presence at work or in the community. Apparently, that treatment is reserved only for us ''common folk''. Mr. Kutin was alleged to have paid to have sex at least eight times with an underage prostitute and somebody took pictures. Instead of being held to a higher (or at the very least equal) standard as a member of public office, Kutun, age 65, was allowed to plead guilty to one single count of child abuse, with no sexual designation whatsoever. A super sweet plea deal that amounts to a mere slap on the wrist considering the allegations against him. The only other man in Florida who has been anywhere near that lucky is disgraced former Republican Congressman Mark Foley.

New Jersey is conducting a study on sex offender registration. The information released thus far shows that a decrease in such crimes began in 1990, four years prior to Megan's Law, and has continued a steady decline. Complete results are due out early next year. England has recently concluded a 10-year study and found registration to be detrimental to the safety of children so such information will be available only to specified people. There is no proof that the American registration system has saved a single child but there is ample proof that it has cost lives. We must decide what we expect of the registry. It works for minding your neighbor's business. It does nothing for keeping children safe. It is a shame that a registered sex offender killed a little girl in Florida. It is also said that an adult beheaded a 4-year-old girl using hedge clippers. Both are equally dead and both died under rather rare circumstances. Few have heard of one child while the other is nationally exploited to instill fear, garner votes and achieve fame and fortune. Why is one tiny life so much more valuable than the other? There are more than 600,000 registered sex offenders in our country. If they acted the way you expect them to act we would not still be talking about a case that happened 2 years ago. Less than .05% of sex offenders are capable of abducting and killing and you think they are going to seek out your child? We give harsher sentences for touching a child than for murdering one. [...] Social security is going to hell, many Americans can't afford health care, education sucks, we have a huge immigration problem, a war in Iraq that we can't afford and terrorists blowing us up in our own land. The public brushes all of that aside to live in fear of one scrawny, registered sex offender who lives down the street. This is truly pathetic.

An Oxford man is expected to spend 20 years in prison after pleading guilty this morning to twice fondling a 9-year-old girl last November. Through a plea agreement, Royce Monroe Stephenson, 18, pleaded guilty to two counts of lascivious acts with a child. Prosecutor Rachel Zimmermann said the plea agreement calls for Stephenson to serve two consecutive 10-year terms on the charges. Three second-degree sex abuse charges would be dropped. A sentencing date was not immediately set. Zimmermann said Stephenson's sentence would run concurrent to pending lascivious acts with a child charges in Cedar County. He will be sentenced on those charges May 18, online court records show. According to Johnson County Sheriff's reports: Stephenson, who was 17 at the time of the crimes, fondled a 9-year-old girl on Nov. 2 and Nov. 8 at his residence. Upon release from prison, Stephenson would be required to register on the state's sex offender registry. He also would be placed on parole for the rest of his life.

One of the first acts of New York's newly-elected ''liberal'' governor, Eliot Spitzer, was to secure passage of the nation's most far-reaching civil confinement law. With its passage, New York joined nineteen other states that permit the continued imprisonment of sex offenders after they have completed their prison sentence. These inmates are defined as suffering a mental disorder and, thus, posing the threat of committing new crimes upon release. Civil confinement permits the state to transform a criminal sentence with a specified duration into an indeterminate life sentence. Convicted sex offenders are joining a growing list of what can only be called ''the new disappeared.'' Latin American dictatorships (under CIA and U.S. military supervision) pioneered ''disappearance'' as a government practice to deal with radical opposition during the tumultuous '70s and '80s. Today, both U.S. federal and state governments are instituting a less barbaric, but no less effective, means to ensure the disappearance of a variety of unacceptable citizens. In effect, once a person is convicted, sentenced and imprisoned, he or she can be disappeared from civil society for life. [...] The new disappeared also includes those swept up in the CIA practice of ''extraordinary rendition'' or identified as ''enemy combatants'' and imprisoned in the American gulag, Guantánamo; those, like Sami Al-Arian, the Palestinian educator, and Josh Wolf, the indie video journalist (recently released), being held for an indeterminate sentence for contempt of a grand jury subpoena to testify under a questionable (if illegal) order; those, like Mumia Abu-Jamal and Leonard Peltier, the former Black Panther journalist and American Indian Movement activist, respectively, serving a life sentence or are on death row with no likelihood of release; those given extraordinarily punitive prison sentences reaching to 100 and 200 and even 900 years; and the nearly 6 million ex-felons and those awaiting trial who have been disenfranchised from civil society. America is practicing disappearance with a bureaucrat's smirk. [...] Although the current Christian conservative, get-tough climate can make the fixation on sex offenders appear as a joke, such offenders are really not a laughing matter. According to CSOM, sex offenders commit many crimes for 16 years prior to finally getting caught. At yearend 2005, approximately 2.3 million people were imprisoned by federal and state authorities throughout the country. At yearend 2003 (the last available data), sex offenders accounted for approximately 12 percent (61,300 rapists [most of them aren't rapist...] and 87,500 other sex assaults) of the 1.3 million of those incarcerated in state prisons; the federal system does not separate out sex offenders. [...] Today's evil is symbolized by the terrorist and the sex offender. These ''evil doers'' have become highly politicized, each serving to instill fear whether of international or local threats. [...] In Pennsylvania, Gregory Benner, who had in 1994 pleaded guilty to sexually abusing an underage girl, was recently arrested for possessing more than 115,000 pornographic images of minors; he was charged for 2,237 of them and each image representing an individual criminal count; local officials believe he could be sentenced to more than 900 years. This trend is in line with last year's Supreme Court decision to decline to review the 200 year sentence that Arizona handed down to Morton Berger; the state imposed separate, consecutive 10 year sentences for each of the twenty pornographic images of minors in Berger's possession. Former New South Wales crown prosecutor Patrick Power was sentenced today to a maximum of 15 months in jail for possession of child pornography. Power sat with his head bowed as NSW Chief Magistrate Graeme Henson ordered him to serve at least eight months behind bars. Downing Centre Local Court was told that 433 images of child pornography, and 31 child pornography videos, were found on Power's personal computer. Some of them depicted sex acts involving children under the age of 10. The collection was discovered on July 4 last year when Power took his computer to work at the office of the NSW Director of Public Prosecutions for repairs. The 54-year-old Senior Counsel stood down from his position as a deputy senior crown prosecutor and on July 6 was charged with one count of possessing child pornography. He pleaded guilty to the charge in January and resigned two weeks later.

America seemingly has always had a need to hate. All throughout history there have been certain groups of people which have been singled out as targets of hate, anger, discrimination and even death. Native Americans, Salem ''Witches'', African Americans, Homosexuals, and now Sex Offenders. Laws make no distinction between forcible acts and consensual ones, between dangerous habitual offenders and one time, one crime offenders. To adult offenders whose victims were 6 years old or teenagers caught having consensual sex. All are treated in the same manner and all have to live out their lives under the child molester label (i.e. registered sex offender).

Three members of a gang have been jailed for life for murdering a Hampshire man after one of them falsely accused him of being a paedophile. Brian Kitching, 68, from Portsmouth, suffered brain damage in the attack in a rock garden on Southsea seafront in September 2005. Mr Kitching never recovered and died in a nursing home six months later. The gang included two teenage girls, one of whom was pregnant at the time of the attack.

The controversial industry has been reluctant to reveal figures, but reports suggest that more than 3 million photo books were sold in the past year alone. Junior idol DVDs and photo books are commonly sold right next to hard-core pornography, and two years since Izumi's DVD, the models have grown even younger. Last month, 9-year-old Rei Asamizu appeared in ''Melty Pudding,'' a photo book that includes shots of the little girl lying on a bed wet in a thong bikini. Although there is no full nudity, the scantily clad children are often pictured seductively blowing on the end of a flute or licking an ice cream cone. Koji Maruta, the author of ''Enko-shojo To Loli-con Otoko'' (''Girls Who Sell Sex and Men with Lolita Complex'' - a reference to Vladamir Nabokov's novel ''Lolita'' about pedophilia), said that unlike in the West, Japan has tended to be more open about sex and sex culture. ''Japan has slowly been implementing legal measures against child pornography, but the ambience, culture and religion of the country makes people less uncomfortable about such issues compared with Western societies,'' said Maruta, who is also a lecturer in the international communications department at Okinawa University. Paedophiles who abuse children of 12 or under may receive shorter jail terms if their victims ''consent'' to sex, according to sentencing rules published this week. The law currently considers such youngsters incapable of giving consent - so sexual intercourse is automatically classed as rape. However, judges have now been told that it may be ''material in relation to sentence'' if the child agreed to intercourse. The guidelines, which are binding on crown courts in England and Wales, astonished and outraged children's campaigners who warned they risked becoming a ''paedophiles' charter'' - enabling child abusers to escape with lighter punishments. They claimed the rules gave credibility to the idea that a 12-year-old girl could properly decide whether to have sex with an adult. A Boy Scout leader accused of fondling two children in his troop pleaded guilty to the crime Thursday morning -- and as he was sentenced, the judge had some harsh words for him. The Australian men arrested in a police crackdown on internet child pornography were unlikely to commit offences against children, the psychiatrist who has interviewed many of them says. Olav Nielssen, a psychiatrist at St Vincent's Hospital, Sydney, said giving the men access to ''virtual'' child pornography, in which computer-generated images rather than real children were used, would do no harm to society. Dr Nielssen and two colleagues have interviewed about 30 men arrested during Operation Auxin in 2004 for possessing thousands of pornographic images of children. Dr Nielssen, who interviewed the men for court reports, said most were heterosexual with no criminal past. They had no history of anti-social behaviour, and no psychiatric disorders other than their abnormal interest in child pornography. Most had not, and probably would not act out their fantasies, he said. The college student responsible for yesterday's Virginia Tech slaughter was referred last year to counseling after professors became concerned about the violent nature of his writings, as evidenced in a one-act play obtained by The Smoking Gun. A convicted sex offender is forced to continue living under a Miami bridge after a judge turned down his request to go back to jail.Kevin Morales, who has served his time and is on parole, asked a judge Thursday if he could go back to jail instead of living under the Julia Tuttle Causeway, but a judge denied his request. A Hillsborough County Circuit Court Judge sentenced a 38-year-old Temple Terrace man to 85 years in prison Thursday for a variety of sex related charges involving a minor. Steven Patrick Schurgard was arrested by officers with the Florida Department of Law Enforcement and the Temple Terrace Police Department in June 2002 for possessing over 600 images of child pornography. His troubles began after his father, who lives in Arizona, filed an injunction against Schurgard claiming his son threatened to kill him. According to arrest reports when police went to serve him with the injunction he admitted to having the illegal items on his computer. He also reportedly operated a website promoting pedophilia. In February Schurgard entered a plea of guilty to five counts of possession of child pornography, three counts of promoting a sexual performance by a child and one count of soliciting lewd and lascivious conduct from a minor under the age of 18. In the days following his arrest investigators discovered video tapes of a teenage boy engaged in sex acts in the home Schurgard shared with his mother. He has remained in the Hillsborough County Jail since his arrest over four years ago.

Before sentencing Steven Schurgard, Judge Chet Tharpe allowed him to make a statement expressing regret to the court Thursday. A 20-year-old man who had sex with a girl of 10 was yesterday spared jail after a High Court judge agreed his victim looked older. Allen Hart, 43, was convicted Friday in Superior Court of eight counts of child molestation and sentenced to 300 years in prison, according to authorities. Hart, a parolee, was found to be in possession of a firearm when he was arrested Aug. 8, according to a news release from the Police Department. A local judge, in sentencing a man to up to 18 years in prison for possessing more than 800 images of child pornography, said such offenses reflect ''problems with impulse control'' and could be seen as not inherently immoral in some cultures. Carson City District Judge Bill Maddox made the comment Tuesday in sentencing Jason Excell, 36, on 10 counts of possessing child pornography. ''These kinds of offenses are problems with impulse control,'' Maddox said. ''When I say that, it's my understanding that most men are sexually attracted to young women.'' Maddox referred to the legal terms ''malum in se,'' a Latin phrase meaning an act that is inherently evil, and ''malum prohibitum,'' which means acts that aren't necessarily inherently immoral or hurtful but are prohibited by law. He said child pornography could be considered ''malum prohibitum'' because in some countries and cultures, it is acceptable to engage in sexual conduct with young girls.

Rhys Ifans is under fire after cracking a joke about paedophilia at an anti-slavery concert in London. The Notting Hill actor was booed when he made the gag while compering the Voice of Slavery concert at the Forum in Kentish Town. A 23-year-old Nelson man has been jailed for 3½ years after he groomed a 12-year-old girl on the Internet and travelled across the country for love trysts with her in hotel rooms. Children as young as 13 who are sexually active should not automatically be reported to the police, the Children's Commissioner for England said yesterday. A Senate panel approved a bill allowing the death penalty for repeat child sex offenders Tuesday but said major work remains on the proposal.Senate Bill 5, the ''Jessica's Law'' urged by Lt. Gov. Noting that the court barred the death penalty in a rape case 30 years ago, Abbott said he sees a ''greater chance'' the high court may allow the death penalty for repeat, felony sexual assault against children. ''I would proudly and personally go up to the United States Supreme Court and defend the constitutionality of this case, this legislation, which I think is the right legislation for the state of Texas,'' said Abbott. Fifty people have been jailed and six have taken their own lives after Victoria's biggest child pornography swoop. When Urbandale police seized a computer from his mother's home earlier this year, Robert Putney Jr. told an officer he had no intention of returning to prison, where he'd spent years as a convicted sex abuser. A southwest Houston father shot and killed a 27-year-old man Saturday after arriving home to find the man with his 13-year-old daughter, police said. After the parents arrived at their home in the 6900 block of Chasewood, the girl and 27-year-old man fled out the back door, said Houston Police Department spokeswoman Johanna Abad. The man later called the mother by phone and returned to talk to the parents, but the girl remained missing throughout the night. When the man returned to the house, the father was waiting for him with a loaded shotgun, police said. The two argued before the father shot and killed the other man. Pictures of naked middle- school girls that classmates forwarded on their cellphones have triggered a criminal investigation. At least one of the digital pictures reached as far as California over the Internet, said Tony Lane, Castle Rock police chief. ''We can't stop what's already happened,'' Lane said Thursday. ''It's kind of like a wildfire. ... We can track down everyone who's received the pictures.'' Police say the girls at Castle Rock Middle School took naked pictures of themselves on their cellphones and then sent them to their boyfriends. The boys then forwarded the pictures to their friends. Dozens of students at the school, which includes seventh and eighth grades, have already been implicated in the forwarding of the pictures, Lane said. The Internet Crimes Against Children team of Castle Rock police is investigating. Publishing nude pictures of minors on the Internet, either on pornographic sites or on sites such as MySpace or Facebook, is classified as sexual exploitation of a child, a Class 4 felony. ''Our intent is not to throw 13- or 14-year-olds in jail,'' Lane said. ''We're working with parents, kids and the (Douglas County) School District to look at the possibility of charges.'' More and more British children commit indecency offenses, Metro said yesterday. The youngest sexual offenders are five years old, the paper reported. I can still remember to have played doctors and nurses at that age, and I never got in touch with judiciary for indecency offenses later. Today child psychiatrists and child psychologists consider every sexual advance by a child to other children as sexual harassment and abnormal behavior. The question is if approaching sexual behavior by children this way will exactly produce more sexual offenses at a later age, or that children would be different and ready for treatment at birth already, because of their sexual interest. If it would be up to the psychologists and puritan adults, I fear that the latter will be the case. If it is up to the children, I fear the first.

The New York Times acknowledged Tuesday that a reporter who wrote an acclaimed 2005 article about a teenage Internet pornographer helped gain the boy's trust by sending him a $2,000 check. Former Times staff writer Kurt Eichenwald made the payment in June 2005 to Justin Berry, who at the time was an 18-year-old star in a seedy network of child-porn sites. Six months later, Berry became the leading figure in Eichenwald's expose on Web sex sites run by teenagers. The Times investigation prompted congressional hearings, led to arrests and fueled reforms in the way Web-hosting companies screen their clients. The story also garnered attention for the unusual relationship between Eichenwald and his primary subject. In the months before the story ran, Eichenwald persuaded Berry to quit the porn business, stop using drugs and become a law enforcement informant. [...] The defendant, Ken Gourlay, is one of several men arrested on charges involving child pornography after Berry began working with the Justice Department. One of them, Gregory Mitchel, pleaded guilty last year and was sentenced to 150 years in prison.

The Irish press are currently whipping up a soufflé of old fashioned homophobia, sensationalism and thoughtless scare mongering. It all started when a 14-year old boy was caught having sex with older men that he'd met through Gaydar. The boy hails from Swords, an unforgiving suburb on the northside of the city of Dublin. His mother went through his mobile phone messages and found saucy texts from a number of men whose numbers were saved in the phone. She went straight to the local police station and made a complaint. The police launched an investigation and interviewed the boy on a number of occasions. He told detectives that he was in contact with in excess of six men and admitted to sex with at least two but made it clear that it all the liaisons were consensual. [...] Two men in their 40s - a language lecturer from north county Dublin and a truck driver from Rathfarnham - were arrested and have admitted having sexual relations with the boy but deny they were ever in his house. Unsurprisingly, the ugly scenario has left the boy traumatised, despite the fact that his family claim to be loving and supportive. The lurid headlines, and the ensuing embarrassment for the boy has ensured that he's refusing to co-operate with the police any further. [...] It shouldn't be forgotten that this would be a non-story in Denmark, France, Greece or Poland, where the age of consent is 15. It would prove even less sensational in Austria, Bulgaria, Croatia, Estonia, Portugal or Iceland where the age of consent is 14. In Spain you can have gay sex at 13 and in Malta, the age of consent is 12. [...] No teenager would want their mother reading flirty text messages, nor want to be marched to the police station to discuss their sex life. You wouldn't want to go through that as a confident adult, let alone as a twitching 14-yr-old. [...] That boy from Sword will suffer long-term damage because anti-gay sentiments are rife in the playground and schools in the UK and Ireland have yet to teach children that it's okay to be gay.

Barack Obama, his wife and two daughters after receiving a cease and desist order from the presidential candidate's attorney. The decision by New York to confine sex offenders beyond their prison terms places the state at the forefront of a growing national movement that is popular with politicians and voters. But such programs have almost never met a stated purpose of treating the worst criminals until they no longer pose a threat. About 2,700 pedophiles, rapists and other sexual offenders are already being held indefinitely, mostly in special treatment centers, under so-called civil commitment programs in 19 states, which on average cost taxpayers four times more than keeping the offenders in prison. In Wisconsin, a 102-year-old who wears a sport coat to dinner cannot participate in treatment because of memory lapses and poor hearing. Many simply do not show up for sessions on their lawyers' advice - treatment often requires them to recount crimes, even those not known to law enforcement - and spend their time instead gardening, watching television or playing video games. [...] Politics and emotion also factor heavily into who gets committed, with decisions made by elected judges or juries who may be more affected by the raw facts of someone’s offense history or the public spectacle over their crimes than the dry science of risk prediction. Children at risk of sex offending need more help in a bid to reverse the rising number of sex crimes committed by youngsters, experts say. Charities say the internet is a growing factor, with children as young as five treated for inappropriate behaviour. The Youth Justice Board said 1,664 children were given police warnings or court orders for sex offences in 2002-3 - by 2005-6 this had risen to 1,988. NHS chiefs said services were improving but admitted care was too inconsistent. The voluntary sector treats most of the children demonstrating what is termed 'sexually harmful behaviour', taking referrals from police, social services and the NHS. This includes children who have committed sex offences, such as indecent exposure or sex assaults, or, for young children, those who are engaging in acts deemed inappropriate for their age. The biggest single provider of services is the NSPCC, which runs 22 services in England, Wales and Northern Ireland. The charity treated over 750 youngsters last year - the overwhelming majority boys - with an average age of 13, although children as young as five were seen by NSPCC specialists in talking therapies. More than one-third of 13-year-old Alberta boys view Internet porn ''too many times to count,'' and parents have only the vaguest notion about it, a groundbreaking study suggests. ''If you're 13 and you can't put a number on the times (you've used porn), that's a little frightening,'' University of Alberta researcher Sonya Thompson said yesterday. In Hungary a bill was introduced to legalize pornographic material with young people between 14 and 17, for own use. Last month, the bill was introduced by the Hungarian Minister of Justice Jozef Petretei. He reported last Monday that the bill was both into line with the age of consent in Hungary, namely 14, and with the EU legislation in this field, which leaves a lot of space to the individual member states. Petretei argued that, when 14-year-olds are considered mature enough to perform sexual acts, it can be permitted too that shots are taken of these for own use. A week ago, a first grade teacher in Saratoga County was arrested and accused of sexually abusing elementary school students. A week earlier, an elementary school teacher in Erie County was arrested and accused of using the Internet to meet teenage boys for sex. Struggling to find housing for homeless sex offenders, a suburban county has started putting up some offenders temporarily in trailers that will be shuttled around nonresidential neighborhoods. Suffolk County started placing offenders in a trailer earlier this month, at a county-paid cost of $85 per person per night, officials said. Plans call for housing as many as eight registered sex offenders in each of multiple trailers and moving them among various undisclosed locations, officials said. County officials see the trailer plan as a way to keep better track of the offenders and keep them out of residential areas. The state Supreme Court on Tuesday narrowly upheld an evaluation tool used to help determine whether people are sexually violent predators, though the chief justice questioned whether it smacked of communist-style cruelties. In a 4-3 decision, the court ruled that experts can rely on a statistical analysis of other sex offenders when determining whether they believe a particular sex offender is likely to commit more sexual crimes if released from prison. A couple from the American state of Rhode Island will have to appear in court, because it had sex in front of the eyes of the woman's 9-year-old daughter. 33-year-old Rebecca Arnold and 36-year-old David Prata are charged with neglecting the child, but the two of them say to be innocent. The sex was supposed to teach the child. During the investigation the two of them stated that they had sex in front of the child's eyes 'all the time', because ''we have nothing to hide''. According to Prata, the girl often sat on the bed, watching how the two of them were making love. ''We never asked her to go away, but did not force her to stay either,'' said Prata. Asked why he thinks that a 9-year-old girl should know so much about sexual acts, he answered, ''We wanted to prepare her well, so that in any case she will know how and what she should do in bed.'' The two of them will have to appear in court next month and can be sentenced to three years imprisonment and a 1000 dollar fine.

Senate Bill 1425 would have changed the age range that can result in a felony conviction for consensual sexual contact. Under current state law, sexual contact, from touching to intercourse, with anyone younger than 15 is a felony, even if the youths are close in age and the contact is consensual. The bill would have kept 15- or 16-year-olds that have consensual contact with 13- or 14-year-olds from facing felony charges and the same with young adults up to age 20 who have contact with consenting teens up to three years their junior. Bill Montgomery, who ran unsuccessfully for Arizona attorney general last year, testified that changing law to allow 13-year-olds to consent to sex with 15-year-olds would be tantamount to telling them that such behavior is OK. ''I think it sends the wrong message,'' he said, comparing removing felony statutes for sex among teens to removing speed bumps from streets just because everyone speeds. Johnson and Sen. Ken Cheuvront, D-Phoenix, strongly defended the measures as not being soft on crime, but realistic. Kids are having sex at those ages; the unfortunate ones should not face lifelong consequences for it, they said. [...] The other bill, SB1426, would allow judges, not prosecutors, to decide when a lengthy mandatory sentence is appropriate for juveniles charged as adults. Now, a youth who is prosecuted as an adult is subject to the same lengthy mandatory sentences as someone much older, which could mean decades behind bars or lifelong probation. An anonymous reader writes with a story on CNet about two teens who were prosecuted under anti-child-porn laws in Florida for having made and emailed racy photos of each other. Both were under 18 years old, so the resulting pictures are clearly illegal; but the teens' intent was not to share the pictures with anyone else. An appeals court majority opinion found that emailing the photos from one of the kids to the other was a careless act that should, it seems, bring down the full weight of the law. A minority opinion argued that the laws were intended to protect children from exploitative adults, not from other children.

An academic who supported the rights of kids under 16 to take part in Amsterdam's Gay Pride parade has received a flood of death threats. Gert Hekma, Professor of Gay & Lesbian Studies at the University of Amsterdam, was not involved in the plan to allow gay kids to take part in the annual boat parade. ''I had only expressed my opinion as an academic that it seemed to me to be crazy that the legal age of consent is 16 when children so much younger are now coming out the closet,'' he said. ''I welcomed the idea of the children's boat. But as a result I am now accused of being a paedophile professor and child molestor,'' he told Volkskrant newspaper. Hekma has lodged a complaint with the police against five people who sent specific death threats by email to him, the university and to many websites. A 14-year-old boy first proposed that minors should be allowed to take part in the boat parade along the city's canals, which is the highlight of Amsterdam's Pride celebrations. He is being supported by gay organisation COC and the Pride organisers. The boy says on his website that he has been out for 18 months. News agencies today reported that Amsterdam's mayor Job Cohen has dropped his objection to the under 16s taking part, after Pride officials said that the kids would be accompanied by their parents and kept far away from the more adult boats. However, one gay rights activist in the city said he was suspicious of the mayor's change of heart. Portions of a new state law forcing sexual predators to wear tracking devices for the rest of their lives is unconstitutional, according to a group of law professors. The measure violates offenders' right to privacy and amounts to punishment and warrantless searches when applied to sexual predators who aren't on parole or government supervision, the professors said in a letter sent to Corrections Secretary Matthew Frank on Saturday. The letter came from University of Wisconsin-Madison law professors Walter Dickey, Byron Lichstein and Meredith Ross. The law, which takes effect July 1, requires the Corrections Department to use global positioning technology to track offenders found to be sexually violent from the time they're released from prison until they die or become too feeble to present a threat. Also, anyone released after being convicted of first- or second-degree child sexual assault would have to wear a GPS bracelet for 20 years. [...]

Police are to be given new powers to enter and search the homes of convicted sex offenders, Tony Blair announced today. The powers, which come into effect later this year, allow police to enter a property to look for evidence that a paedophile might be planning an offence. Officers will search computers as well as looking for evidence of magazines, or the presence of children's toys or clothes. Police believe this pre-emptive action could prevent many sex crimes from happening, instead of waiting until it has occurred. In Germany young people prove to have homosexual experiences more and more often. This appears from an investigation by the German 'Bundeszentrale für gesundheitliche Aufklärung'. The investigators focused their attention on young people between 14 and 17 and their parents. A 43-year-old Louisiana woman charged in Collier County with aggravated child abuse for piercing the pubic area of a 13-year-old girl as a way to keep her from having sex received a year in jail Tuesday and agreed to testify against the girl's mother, who also is charged in the case. Tammy Jane Meredith, of 4250 Blount Road, #50, Baton Rouge, La., gave the girl the body piercing against her will and at the request of the girl's mother, who is charged with two counts of aggravated child abuse. She could face up to 30 years in state prison if convicted. The girl had been sexually active with two adult men, and that qualifies as sexual abuse because of the child's age, said the prosecutor, Assistant State Attorney Steve Maresca. A movie in which a young girl is being raped, raised quite a lot of dust in the United States. The movie Hounddog, which was shown this week during the Sundance Film Festival, is especially blasted by Christian critics. 12-year-old Dakota Fanning, who plays the leading part, is said to have been exploited for the movie. The critics talk of child abuse and summone the public to boycott the movie. According to Ted Baehr, the founder of the Christian movie site Movieguide, the movie violates a child porn law. ''Children aged 12 cannot take this kind of decisions,'' is his opinion. Director Deborah Kampmeier regards Hounddog as breaking down a taboo. ''The movie raises a problem which is being withheld in our society,'' she says. Fanning too makes a stand for the movie. ''It is not a rape movie,'' she emphasizes. ''It is not what the movie is about.'' The movie drama plays in southern America during the Sixties. The movie revolves about the turbulent youth of the girl Lewellen, played by Fanning. The rape scene was shown indirectly and does not contain any nude. Only the actress' face and hands can be seen. It is not clear yet if the movie will also be released in Holland.

Desperate ministers will beg judges to stop sending criminals to prisons - because they are full. A letter will be sent to courts across the country admitting that jails are officially in crisis. It pleads for only the most violent or dangerous criminals to be given a custodial sentence. Magistrates are also being asked to allow bail to all but the most serious crime suspects. The letter, signed by Home Secretary John Reid, Lord Chancellor Lord Falconer and Attorney General Lord Goldsmith, is the first in a series of drastic steps likely over the next few weeks. The most dramatic option is to order the early release of thousands of inmates sentenced to 12 months or less. The Home Secretary has been struggling since last summer to contain the overcrowding crisis - caused by the Government ignoring repeated advice to build more prisons - but it is now escalating rapidly. On Monday alone, nearly 300 more prisoners were sent down by the courts than were released, pushing the jail population to almost 80,000. [...]

Children will participate this summer in the Gay Pride festival. They will have a boat for themselves during the piquant parade through the capital's canals. As in a carnival parade, groups of men annually go through the canals in countless boats, often scantily clad. With the support of gay rights organisation COC, a 14 year old boy, Danny Hoekzema, has now taken the initiative to have a boat with homosexual children participate on 4 August. The boy put a call to peers to accompany him on his website. The minimum age for homosexuals that want to join him on the boat is 11 years. ''From this age, there is already demand among young homos to have contacts with their peers of the same proclivity,'' according to COC. The 14 year old boy has arranged a boat with the help of the COC that can carry 30 gay children. ''Recent research shows that homos may come out at a younger and younger age, but only find little connections via the regular bodies,'' according to COC. ''It is difficult for boys under 16 to meet their peers.''

A former teacher who Googled pictures of naked young girls on the internet was today sentenced to a four-month suspended prison term. Louis Herbert Jezard, 59, a Brisbane southside-based floor coverings divisional manager, pleaded guilty in Brisbane District Court to using a carriage service to access child porn between August 22, 2005, and September last year. Jezard typed in the terms, ''Lolita'', ''nude virgins'' and ''ped'' into the Google search engine, and had 26 pictures of naked pre-pubescent girls saved to a temporary folder, the court was told. Judge Tony Skoien said Jezard, who was arrested in May last year after a tip-off, told police he was a teacher, and had been researching pedophilia on the internet. ''He said he thought there were fewer male teachers these days because of the fear of paedophilia and he searched the internet to define the term and he was looking for evidence that males had sexual relationships with children and didn't find any,'' Judge Skoien said, reading from the police record of interview.

A 13-year-old German girl, who was supposed to be the victim of child abuse, appears to have sent pornographic photographs to a pedophile herself. He then put them on the internet. Last week, the police showed the pictures of a blond girl in a blue little shirt in a German tv programme which helps tracing persons, in the conviction that the child was still abused. It becomes clear now, that the then 11-year-old had contact with a 'very friendly' man via a chat site in June 2004. He asked her if she could send a couple of photographs. She took the requested photos with the self-timer of the digital camera in her own nursery. Dressed at first, naked later in poses the man liked to have. She mailed the photos to her 'friend'. He sent them to websites where other pedophiles exchange material and thus the photos ended up on the desk of the child porn department of the German federal criminal investigation department. Attempts to run down the where-abouts of the victim ended in failure. [...]

The German police succeeded in tracking a victim of child porn who was unknown until yesterday, by showing her photograph on television. The police took this controversial line in the last resort, because there was the suspicion that the girl was still being abused. Last Thursday night, the federal criminal investigation department broke the rule that pictures of child porn victims are only shown unrecognizably, and broadcasted the picture of a blond girl in a small blue shirt. A series of pornographic photographs of the child had been on the internet and, according to the police, she was reported to be between eleven and thirteen at the time of the shots. The action had an immediate success. Within one day, a 13-year-old girl from the federal state of Nordrhein-Westfalen was traced as supposed victim. ''We know that the victim can get stigmatized by this,'' says public prosecutor Reinhard Hübner. ''But the risk that the girl was still being abused was so big that we put up with this.'' According to the police, the photo could only have been taken in a German nurserey. Clearly recognizable are, a.o., a cola bottle which is only sold in German supermarkets, a school book and shoes which are only for sale in Germany. [...] It was the second time within one week that the German police stepped into the limelight with a drastic approach of child abuse. Last Tuesday it became known, that by police order more than 20 million creditcards were checked on debits to a child porn site. Sixteen-year-old Matthew Bandy was about as normal a teenager as you could find. He actually liked hanging out with his family. ''He was a happy-go-lucky kid,'' said his mother, Jeannie Bandy. ''Very personable, and big-hearted. I sound like a boastful mom, but I guess the biggest thing is that he could always make me laugh.'' [...] ''We faced 10 years per count, there were nine counts,'' said Novak. ''If Matt was convicted, those sentences would have to be served consecutively. While the prosecution deal offered no jail time for Matthew, he would still be labeled a sex offender. Under Arizona law and in most states around the country, sex crimes carry with them a life of branding. Matthew would be forced to register as a sex offender everywhere he lived, for the rest of his life. ''I have to stay away from children,'' said Matthew. ''I cannot be around any area where there might be minors, including the mall, or the movies, or restaurants or even church. To go to church I have to have written consent from our priest, I have to sit in a different pew, one that doesn't have a child sitting in it.'' A teacher whose classroom PC displayed pornographic images to school children faces up to 40 years imprisonment. The pop-up images of couples fornicating will the likely result of spyware infestation, according to defence witnesses testifying on behalf of teacher Julie Amero, 40, Windham, Connecticut. But the six-person jury rejected this argument and convicted the substitute language teacher on Friday of four counts of risk of injury to a minor after just two hours of deliberation, according to local reports. A leader of the white supremacist movement was arraigned today on charges of possession of child pornography and witness tampering after being arrested by FBI agents Thursday night at his home in Charlottesville, Va. Kevin Alfred Strom, founder of the National Vanguard white supremacist group, was considered the leading intellectual of the movement since the death of William Pierce, the author of the notorious ''Turner Diaires.'' Strom was arraigned in U.S. District Court in Charlottesville, charged with the two counts, and is currently being held at a facility in the city. According to the indictment, he allegedly possessed or attempted to possess ''multiple images of child pornography'' on his computer's hard drive. Strom was also charged with witness tampering, which involved physically assaulting and mentally intimidating a witness to his criminal activity. [...] Strom wrote frequently about art and beauty, often rhapsodizing about the physical attributes of white women and girls. A throwaway question in a rare survey of jurors has produced a disturbing finding: most of the juries did not realise what verdict they had just delivered. The 277 jurors were questioned immediately after delivering their verdicts in 25 trials involving child sex assault. The first question was ''What was the verdict in the case?'' But in only six of 25 juries surveyed could all the jurors correctly state their verdict. In one trial 10 jurors reported reaching three different verdicts. In two other trials, jurors said they had found the accused innocent of some charges, when they found the person guilty of all of them. [...]

The federal government wants your Internet provider to keep track of every website you visit. For more than a year, the U.S. Justice Department has been in discussions with Internet companies and privacy rights advocates, trying to come up with a plan that would make it easier for investigators to check records of Web traffic. The idea is to help law enforcement track down child pornographers. But some see it as another step toward total surveillance of citizens, joining warrantless wiretapping, secret scrutiny of library records and unfettered access to e-mail as another power that could be abused. ''I don't think it's realistic to think that we would create this enormous honeypot of information and then say to the FBI, 'You can only use it for this narrow purpose,' '' said Leslie Harris, executive director of the Center for Democracy & Technology, a Washington, D.C.-based group that promotes free speech and privacy in communication.

As of today, the driver's licenses of registered sex offenders in Illinois will expire every 12 months instead of the usual four years in an effort to better keep track of them. Another new law increases the information sex offenders must provide about themselves when they register and makes that information more readily available to the public. Yet another new law expands the use of electronic monitoring devices for paroled sex offenders. All of those laws were passed by the Legislature in the past year with little or no opposition, joining a long list of sex offender-related issues added to the state statutes in the past few years.
